This is obviously from the same business, which has been dumping food and food containers on a fairly regular basis. I suspect that the dumping occurs late at night or in early morning hours when the JLID ambassadors are not on the street. If PW is sweeping streets between 3 and 6 am, perhaps the drivers can keep an eye out for those who are doing this. Even better, instead of riding on the sweepers, why can't they spend a few hours driving around the district and looking for dumping violators?
If the PW staff got out of their sweepers (which are supposedly cleaning the streets from 3 to 6 am) and, instead drove around looking out for the dumpers, we could catch the people who are engaged in this illegal dumping activity. That would be a far more productive way to maintaining the streets west of Broadway than making meaningless passes along the curb. This issue must be kept open until we know who is doing this dumping. Picking up the mess is good but doesn't stop the problem.

Besides the fact the City of Oakland has allowed its self to become a dumping ground for illegal dumpers. There are also a large number of " business's" that do not have required trash pick up service other than city cans or the street. The city and waste management need to an audit and shut down all the unlicensed business's skirting the laws.
